From 2022 to present, Comrade Tung has organized 15 sessions to disseminate and educate the law to union members, youth and people in the area, focusing on contents such as traffic safety, fire prevention, school violence prevention, drug abuse, illegal use of fireworks, etc. At the same time, he is also the person who directly builds and deploys models such as: "Self-management team on security and order", "Residential area without youth involved in social evils", "Model of reforming slow-moving youth".
Leaders of the City Police and the City Youth Union awarded decisions to concurrently hold the position of Deputy Secretary of the Youth Union at the commune and ward levels to regular police officers of communes and wards in Tuyen Quang city.
In particular, in implementing the Government's Project 06 on developing population data applications, Captain Tung coordinated with the commune's Youth Union and the community digital technology team to visit each household to guide people through the procedures for issuing chip-embedded citizen identification cards and installing and activating VNeID electronic identification accounts. Thanks to that, Thai Long commune has completed issuing 100% of CCCD cards to eligible citizens and achieved an activation rate of electronic identification accounts of over 70%.

In Tan Quang ward, the economic, cultural and social center of the city, Senior Lieutenant Ban Van Tinh holds the position of Deputy Secretary of the ward Youth Union. Given the situation in the ward with many issues related to security and order, comrade Tinh has proactively researched and learned to balance two tasks: ensuring professional work of the police force while completing the Youth Union's tasks well. "Participating in the Youth Union's work helps me gain more knowledge and skills in propagating and mobilizing youth and people, thereby supporting more effectively the work of ensuring security and order in the area" - Senior Lieutenant Ban Van Tinh shared.

The model of regular police officers concurrently holding the position of Deputy Secretary of the Commune and Ward Youth Union not only helps to strengthen the Youth Union organization but also creates favorable conditions for the implementation of important political tasks in the locality. Among them, tasks such as: Building a population data system, issuing CCCD and electronic identification accounts, implementing Project 06 on national digital transformation.
Lieutenant Colonel Nguyen Dinh Loi, Deputy Chief of Tuyen Quang City Police, emphasized: Introducing regular police officers to participate in the Executive Committee and Standing Committee of the Youth Union of communes and wards is a practical way to concretize the guiding viewpoints of the Central Public Security Party Committee and the leadership of the Ministry of Public Security. Thereby, strengthening the coordination between the police force and the Youth Union, promoting the vanguard role of young people in ensuring security and order in the locality.

In fact, one of the major difficulties of the Youth Union work today is the lack of a stable staff, especially in the position of Deputy Secretary of the Youth Union of communes and wards. The constant change of personnel has significantly affected the implementation of Youth Union activities and youth movements. Comrade Pham Thi Bich Huong, Secretary of the Tuyen Quang City Youth Union, said: Faced with that reality, to remove this "bottleneck", when directing the Youth Union congress for the 2022 - 2027 term, the Standing Committee of the City Youth Union proactively added a team of Deputy Secretaries of the grassroots Youth Union to hold the position from the regular police force.
To date, the city has completed the arrangement of full-time police officers as Deputy Secretary of the Youth Union in 100% of communes and wards. With the participation of full-time police officers in the Youth Union, youth movements at the grassroots level have become more vibrant and effective. At the same time, this is also an opportunity for young police officers to further practice their leadership skills, organize movement activities and approach young people in a more friendly and approachable manner.
