At the Conference, delegates watched a documentary film screening on science, technology, innovation and national digital transformation; listened to the announcement of the Decision on establishment; Regulations on functions, tasks and powers of the Central Steering Committee; listened to a summary report on the situation and results of the implementation of the Party and State's guidelines and policies on science, technology development, innovation and digital transformation in recent times; thoroughly grasped and implemented the spirit and core content of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.
According to the report presented at the Conference of the Central Economic Committee, in recent times, the Party and the State have had many policies and guidelines to promote the application and development of science and technology, promote innovation and digital transformation; proactively and actively participate in the fourth industrial revolution, achieving many important results. Currently, our country has 423 research and development organizations of different scales, nearly 900 enterprises have been granted certificates of science and technology enterprises; there are about 4,000 innovative startups; 208 investment funds, 84 incubators, 20 innovative startup centers. Vietnam's innovative startup ecosystem ranks 56/100 countries. In 2024, Vietnam will rank 44/133 in the global innovation index and 71/193 countries in the e-government development index. In 2024, the digital technology industry will reach a revenue of 152 billion USD; hardware and electronics export turnover is estimated to reach 132 billion USD...
Resolution No. 57-NQ/TW dated December 22, 2024 identifies 5 guiding viewpoints and 5 target groups by 2030, with a vision to 2045. Accordingly, by 2030, Vietnam strives to be among the top 3 countries in Southeast Asia, and among the top 50 countries in the world in terms of digital competitiveness and e-government development index. The Resolution sets a target of total factor contribution (TFP) to economic growth at 55%; the proportion of high-tech product exports to total export value reaches 50%. Economic scale reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The Human Development Index (HDI) remains above 0.7... The Resolution defines a vision for 2045, with science and technology, innovation and digital transformation developing steadily, contributing to making Vietnam a developed country with high income. The economic scale of the science and technology sector reaches at least 50% of GDP. Vietnam is one of the digital technology industry centers in the region and the world, among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to developed countries, with at least 10 digital technology enterprises on par with advanced countries... Basically, the goal stated in the vision for 2045 is twice as high as that of the period to 2030. On that basis, the Resolution sets out 7 groups of tasks and implementation solutions.
At the Conference, the Head of the Central Organizing Committee announced the decision to establish the Central Steering Committee on science and technology development, innovation and national digital transformation (under the Politburo) with General Secretary To Lam as Head of the Steering Committee; announced the regulations on the functions, tasks and powers of the Central Steering Committee. Comrade Pham Minh Chinh, Politburo member, Prime Minister, thoroughly explained the contents and action program of the Government to implement Resolution No. 57-NQ/TW. Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly thoroughly explained the policies and solutions on legal institutions to make breakthroughs in science and technology development.

Speaking at the Conference, General Secretary To Lam affirmed the important position and significance of science and technology in national construction and development, as the "golden key" to overcoming the middle-income trap. The General Secretary emphasized the role of Resolution 57-NQ/TW, considering it a strategic and revolutionary resolution, "liberating thinking", "contract 10" in the field of science, aiming to create new momentum, breakthroughs in science and technology development, innovation and digital transformation, bringing the country to develop strongly in the new era - the era of prosperity and strength. The General Secretary requested provincial and municipal Party Committees, Party delegations, Party committees, and Party committees directly under the Central Committee to synchronously, drastically and quickly put the Resolution into practice without delay...
